Child abuse is one of the major problems facing the world. Child abuse is prevalent in the society in both developing and developed world. It is a major problem which not effective prevention strategies have been found despite persisting for many years (Bethea, 1999). Child abuse comes with devastating effects considering its impact on children. Children who are abused at their early stages have been shown to develop social and learning problems, and they are also likely to become child abusers. While child who are abused shows signs of recovery with time, experts have pointed out that it is important to come up with strategies that prevent occurrence of abuse rather than trying to help children who are already victims of child abuse. Therefore, this study will employ primary passive and active prevention strategies in order to prevent any occurrence of child abuse.
Research studies have shown that child abuse occurs across all demographic divide. However, it is more prevalent in low income area compared to high income areas. Therefore, this study will target parents and children from low income areas who are likely to be affective by the problem compared to the rest of the population (Bethea, 1999). The study will target parents and kids in kindergarten school from a low income neighborhood. The school setting provides an effective set for reaching to both kids and their parent since kindergarten children are mostly accompanied by their parents to the school gate. This will make it easy to access parents.
Primary prevention is better suited to prevent child abuse before it takes toll on a child life. Primary prevention ensures that the problem does not affect target victims and this prevents the problems and inconveniences that accompany rehabilitation (Bloom, 1981). For children, once they are affected, they may develop social problems that may persist to their adulthood even in cases where intervention is taken. This means that the effect of child abuse may live with the child for a longer time despite taking an active intervention in the problem. In addition, to target both children and parents, it would be appropriate to use both active and passive strategies in combination since each have its own impact.

The following passive strategies can be employed to prevent child abuse

Posters in the neighborhood

It is often that most people get to read posters in their neighborhood.  Many people have that curiosity to understand what is being communicated through the posters. However, it is important that these posters are attractive and captive. This means that the posters will have to have graphic image that elicit emotions from the parent followed by a bold warning like "Stop Child Abuse". This is an effective passive strategy that can be used to reach many parents in the neighborhood.

Flyers

Although flyers serve same purpose like posters, they have an advantage that the particular person can take them home. This means that if children and parents are given flyers, they are likely to take them home compared to posters which are hanged around the neighborhood. Flyers may end up passing the message strongly compared to posters. Flyers can be distributed to kids at school and an explanation of their meaning is also given. Parents can also be given flyers in the morning and evening when they come to pick their kids from school.
Active strategies involve engaging direct with the target population to prevent the occurrence of the problem. In this case, active strategies would involve engaging directly with the parents and kids to prevent child abuse. The following active strategies will be used:

Kids march

In liaison with the school, kids can hold a march around the neighborhood in which they campaign against child abuse. To make it more incorporative, parents can also be asked to join in the march. This strategy ensures that the campaign reaches even those who do not attend the school. It will have a greater impact on the whole society rather than the target population alone.

Workshop

In order to target parents and kids directly, workshops can be held in which parents and the kids are taught about the problem of child abuse and how it can affect the whole society. Workshops will be held within the school compound and have interactive session between social workers, teachers, parents, and kids.
One of the most important solutions that can be used to prevent child abuse is to actively and passively engage parents and kids in the campaign. Like in community policing, the community should be involved in fighting against child abuse. The partnership between the community and government agencies is the most effective strategies that can be used to prevent the problem.
However the above solution may be affected by social policies and government regulations. There is no much coordinated operation that involves the community and government agencies that may form ground for the implementation of the strategy.
There are many obstacles that are likely to be encountered in the implementation of the above strategy including policies designs. In order to overcome these obstacles, I would seek support from political and community leaders who have more influence on the society and can lead to effective policy change. This would pave way for widespread support and implementation of the strategy.
In order to implement the above changes, there is need for new programs and services that targets collaboration between the community and the government agencies in tackling the problem of child abuse. This has been done in policing and it can also be done in child abuse. Perhaps, the government should also look into enactment of laws that will enforce the strategies.
